Сажетак

Рад разматра институционалне промене у Европској унији (ЕУ) чије реализовање започиње ступањем на снагу Уговора из Лисабона чиме се омогућава да ЕУ на глобалном плану а посебно при главном мултилатералном оквиру Уједињених нација (УН) дипломатски делује на стварању сагласности за дефинисање међународне праксе одрживог развоја. Фокус је на формирању Европске службе за спољно деловање (ЕССД) која је од Уговора из Лисабона ново основно тело за пружање подршке целокупном дипломатском деловању ЕУ. Основна претпоставка на којој се рад заснива јесте да ЕУ оснивањем ЕССД започиње својеврсну обједињујућу дипломатију којом води успостављању међународне праксе одрживог развоја. Сви односи, процеси, структуре, деловања и актерске јединице посматрају се кроз призму теорије праксе вођења дипломатије и посебно у њој обликовано разумевање заједнице пракси чијом се применом постиже осветљавање заједништва деловања ЕУ вођењем обједињујуће дипломатије Европске комисије и Високог представника које својим радом подржава ЕССД. Један од доприноса дипломатских активности ЕССД политици одрживог развоја препознаје се и у преношењу надлежности управљања Европском мрежом зелене дипломатије на ЕССД 2012. године. Закључним разматрањима наводи се да ЕССД јесте чињенично основана као прво аутономно функционално тело ЕУ и прво заједничко тело за подршку вођењу дипломатије ЕУ. Kао такво тело кључан је актер од кога полазе све дипломатске активности и других институција ЕУ, а које без стручне и експертске подршке ЕССД не би успешно обављале своје задатке. Иако не апсолутно самостална ова служба је значајан точак у механизму успостављања међународне праксе одрживог развоја.
