ПОЛИТИКА МИГРАЦИЈА У ЕВРОПСКОЈ УНИЈИ И ОДНОСИ СА ТРАНЗИТНИМ ЗЕМЉАМА

Сажетак

Савремена политика миграција у Европској унији мора се посматрати кроз своје две димензије, унутрашњу и спољну. Унутрашња димензија политике миграција односи се на инкорпорисање европске регулативе у државама чланицама, као и на процесе интеграције имиграната у државама пријема, односно резидентним државама чланицама. Друга подједнако важна димензија политике миграција односи се на спољно деловање Европске уније и односе са државама нечланицама и регионалним и међународним организацијама. Политика миграција и савремена миграциона криза умногоме профилишу спољне односе Европске уније и држава нечланица која се налазе на миграционим рутама, као земље порекла или транзита.

За разумевање миграционих токова и политике Европске уније у овој области, важно је узети у обзир и положај, улогу и односе са транзитним земљама нечланицама. Ове државе су, искључиво због свог географског положаја на миграционој рути, добиле вишеструки значај за европску политику миграција, али и изазове за политичко-безбедносну и социо-економску ситуацију на својој територији. Незавидност њиховог положаја обележена је, са једне стране, сталним миграционим притиском и приливом на својој територији, и споразумном обавезама и аранжманима са Европском унијом у погледу реадмисије, безбедности и заштите граница. У овом раду циљ је да се укаже на главне елементе односа Европске уније и држава транзита, као спољне димензије европске политике миграција.
