ETHICS, INSTITUTIONAL TRANSPARENCY AND RULE OF LAW IN MODERN GREECE

This study examines the action of corruption and ethics in the state apparatus in the contemporary Greek and global levels, defining it as the systematic violation of ethical and legal standards by public servants and officials, small or large, for personal gain. We will highlight the negative effects of Corruption on Democratic Institutions, public administration and citizens’ trust in good governance. Various forms of corruption are briefly outlined, such as bribery, embezzlement and nepotism, while seeking to address the root causes, including ineffective governance, lack of accountability and extensive bureaucratic procedures. In addition, the destabilizing effects of corruption and ethics in the State are examined and some comprehensive measures are proposed to combat it, such as decentralization, monitoring of public spending, demographics and the long-awaited cleansing of the rule of law.
