UTICAJ IMPLEMENTACIONOG PROCESA I POLITIZACIJE JAVNE UPRAVE NA POLITIČKI KAPACITET

Sažetak

Rad polazi od pretpostavke da politički kapacitet vlada, njihova sposobnost da formulišu, implementiraju i vrednuju konkretne politike, karakteriše stalno opadanje. Na toj liniji, u prvom delu rada analizira se razumevanje formulisanja neke specifične političke inicijative kao procesa „odozdo-nagore“, dominacije nižih administrativnih instanci u kontroli realizacije određenog političkog programa. Drugi deo pada ce bavi uticajem politizacije javne uprave, kao spoljnog faktora koji utiče na dizajniranje neke konkretne politike, sa intenzifikacijom političko-ideoloških merila u odnosu na analitičke kriterijume. Rad se, sa jedne strane, zaključuje podržavanjem ideje da formulisanje neke politike zavisi od toga da li se želi kontrolisati individualno ponašanje ili njegovo okruženje, što određuje i važnost implementacije, dok se, sa druge strane, i pored toga što politizaciju tretira kao primarno negativan fenomen, ostavlja mogućnosti i za određenu vrstu pozitivnih efekata politizacije na politički sistem.
