REALISTIČKI PRISTUPI TEORIJSKOM PROMIŠLЈANЈU SPOLЈNE I BEZBEDNOSNE POLITIKE EVROPSKE UNIJE

Sažetak

Namera autora je da istraži pravce i mogućnosti realističkog proučavanja spoljne i bezbednosne politike Evropske unije. U istraživanju se polazi od činjenice da su evropske studije u celini, pa i studije evropske bezbednosti posebno, uglavnom ostajale izvan fokusa realističke teorije. Istražuju se, u tom smislu, sporadični pokušaji realističkog zahvatanja ove tematike, uz stavljanje naglaska na razliku između različitih škola u okviru realističke teorije. Nudi se klasifikacija realističkih pristupa, koja podrazumeva klasični, strukturalni i neoklasični realizam, pri čemu se poslednja dva javljaju u ofanzivnom i defanzivnom vidu. Tvrdi se da će, u zavisnosti od prihvatanja jednog od triju pristupa, biti proizvedena kvalitativno različita tumačenja i pretpostavke o položaju Evropske unije kao aktera u međunarodnom sistemu, kao i o njenoj spoljnoj i bezbednosnoj politici. Snažni državni akteri poput Nemačke, Francuske ili Sjedinjenih Američkih Država biće, tako, posmatrani na različite načine u okviru različitih pristupa: kao partneri, rivali ili protivnici. Istovremeno, opredeljivanje za jedan od realističkih pristupa proizvešće i različite predikcije o preovlađujućim međunarodnim strategijama: uravnotežavanju ili svrstavanju uz jačeg, kao konkurentskim koncepcijama. Zaključak o kompatibilnosti realističkih pristupa sa evropskom spoljnom i bezbednosnom politikom kao analitičkim terenom jeste da će potreba za teorijskim promišljanjem narastajućih unutrašnjih i spoljnih problema Evropske unije otvoriti nove i veće prostore za analizu ove vrste.
