NACIONALNO VS. NADNACIONALNO U POLITICI NAORUŽANJA EU

Sažetak

U radu se analizira dihotomija nacionalno/nadnacionalno u politici naoružanja EU. U fokusu analize su delovanja Evropske agencije za odbranu, kao međuvladinog organa, i Evropske komisije kao nadnacionalne institucije. Cilj rada je da se na primeru rada ova dva organa ukaže na prirodu politike naoružanja EU. Da li prisustvujemo postepenoj supranacionalizaciji ove politike? Koji oblik političkog odlučivanja poprima politika naoružanja EU u svetlu nedavnih inicijativa preduzetih na nivou EU? U prvom delu rada analizira se institucionalno ustrojstvo i delovanje Evropske agencije za odbranu, kao izraza međuvladine saradnje i ukazuje na nastojanje država članica da sektor naoružanja “zaštite” od supranacionalnih inicijativa. Drugi deo rada posvećen je delovanju Evropske komisije i njenom nastojanju da proširi ovlašćenja u sektoru naoružanja. Konačno, u trećem delu rada analizira se dihotomija nacionalno/nadnacionalno u svetlu novih inicijativa preduzetih na nivou EU nakon usvajanja Evropske globalne strategije 2016. godine. U radu se ukazuje na slabosti rigidne podele nacionalno/supranacionalno kao jedinog načina analize sektora naoružanja. Zaključuje se da se koncept tzv. “supranacionalne međuvladine saradnje” može primeniti na politiku naoružanja EU, koja se sagledava kao novi oblik integracije koji prevazilazi klasični međuvladin pristup, ali pritom ne dovodi do klasičnog supranacionalizma.
