LOKALNA SAMOUPRAVA U KONTEKSTU MODERNIZACIJE

Sažetak

Ovaj rad u osnovi razmatra pitanja modernizacije, lokalne samouprave i decentralizacije u aktuelnim teorijama politike. Osnovni cilj autora je da ukažu na neke teorijske postavke bazirane na argumentima da je reforma lokalne samouprave jedna od kritičnih tački kako društvenog, tako i političkog razvoja. Ključni standardi u ovoj oblasti su regulative EU, ali i konvencije regionalnih organizacija. Pomenuti standardi i procesi unifikacije širom Evrope značajno su promenili teritorijalnu organizaciju i lokalnu samoupravu u svim tranzicionim sistemima. Modernizacija lokalne samouprave , uključujući lo­kalnu demokratiju, građansku participaciju i nove forme upravljanja, u skladu sa pomenutim evropskim standardima i dalje ostaju jedan od najvažnijih ciljeva u integracijama.
