ИНОВАЦИЈЕ У СИСТЕМИМА ЈАВНИХ УПРАВА

Сажетак

Јавна управа јесте систем подложан сталном редефинисању и променама. У том смислу, пошто је јавна управа сложен и динамичан феномен и појава, иновације имају све већи значај. У овом раду, бавимо се најпре општим појмом иновације, а затим и појомом иновације у систему јавне управе. Са становишта посматрања општег појма иновације, можемо уочити и различите врсте иновације, које су као такве применљиве у систему јавне управе. Многе државе су пригрилиле концепт иновација, како би унапредиле своје системе јавних управа, повећале ефиканост, ефективност и задовољство крајњих корисника. Међутим, на путу увођења иновација у јавној управи крију се и бројне препреке и изазови, који су повезани са четири главна мегатренда која се јављају широм света у погледу обима и природе промена које утичу на начин функционисања јавних управа. Посебну пажњу зато у овом раду посветићемо Теорији иновације јавне управе (Public Sector Inovation Theory) и Оквиру нове синтезе (New Synthesis Framework), као нових теоријско – методолошких приступа. Kроз анализу ова два приступа настојаћемо да објаснимо проблеме и изазове увођења иновација у сложене управне системе.
