BEZBEDNOSNA POLITIKA I STRATEŠKA EVOLUCIJA EVROPSKE UNIJE

Sažetak

Evolucija uloge Evropske unije u oblasti bezbednosti i odbrane, naročito sa razvojem bezbednosne i odbrambene politike EU i preduzimanjem civilnih i vojnih operacija poslednjih godina, ukazala je na novu ambiciju država članica da «oblikuju» Uniju tako da može da deluje na međunarodna dešavanja, da vodi proaktivnu politiku kao politička i strateška si­la. Razvoj ove politike nameće mnoga pitanja: da li je Unija na putu da postane vojna sila i kakav će bi­ti pravac njenog razvoja? Da li prisustvujemo rađanju jedne «Evrope-sile» i da li takav razvoj pretpostavlja novu ravnotežu u evroatlantskim odnosima? U ovom članku, nastojaćemo da analiziramo pokušaje EU da razvije originalni strateški koncept koji će dati rationae vojnim i civilnim operacijama koje je EU preduzela u okviru upravljanja krizama. Analiza će biti usmerena na ukazivanje strateške heterogenosti među državama članicama, koje su ipak dovele do razvoja bezbednosne politike EU (1), zatim na razmatranje Evropske strategije bezbednosti, kao dokumenta koji je pokušao da utvrdi strateški pravac razvoja bezbednosne politike EU (2), kao i na perspektive bezbednosne politike EU u odsustvu jasnih smernica strateške evolucije EU (3).
