BEZBEDNOSNA I ODBRAMBENA POLITIKA EU: MEĐUVLADIN SUPRANACIONALIZAM?

Sažetak

Autor se u ovom radi bavi pitanjem prirode bezbednosne i odbrambene politike EU. U kojoj meri je danas ova politika odraz međuvladine saradnje i nacionalne suverenosti država članica? Da li se radi o postepenom razvoju elemenata supranacionalnosti u ovoj oblasti? Drugim rečima, da li možemo da govorimo o postojanju tzv. međuvladinog supranacionalizma? U cilju odgovora na ovo pitanje, rad će biti podeljen u dva dela. U prvom delu, autor analizira institucionalnu strukturu bezbednosne i odbrambene politike EU. U drugom delu rada, autor uvodi koncept tzv. “međuvladinog supranacionalizma”, nastojeći da pokaže da bezbednosna i odbrambena politika EU prevazilazi klasični međuvladin pristup, ali pritom ne dovodi do klasičnog supranacionalizma. Autor zaključuje da, usled procesa socijalizacije, bezbednosna i odbrambena politika EU trpi određeni stepen evropeizacije, te da se odredbe o bezbednosnoj i odbrambenoj politici EU ne mogu posmatrati kao izraz “najmanjeg zajedničkog imenioca”.
