МАШИНА ДЕИНСТИТУЦИОНАЛИЗАЦИЈЕ

Сажетак

За деинституционализацију има пуно разлога: тоталне установе дехуманизују живот својих штићеника, грубо повређују основна људска права, битно осиромашују њихов живот и приказују их као девијантне, а стручњацима онемогућавају да стварно помогну људима. Тоталне установе нису само идеални типови већ су и апстрактне машине с материјалним учинцима. Њихове главне функције су да задрже и надзиру људе и да уједно производе вишак антипродуктивне стручне моћи. Да би била успешна, деинституционализација треба да функционише као апстрактна маши­на полемична насупрот остатку тоталних установа и програмска како би омогућила бег из образаца подређивања и надзора. Она јесте машина отварања, бекства и пресељења људи са највећим потешкоћама, алтернатива тоталној установи која има нулту толеранцију од било које присиле и затварања. Нове службе у заједници не смеју да остану посебно друштвено тело, морају да укључују и повезују. Улога стручњака мора да се мења из заштитничке и старатељске у заступничку, знање из аксиоматскога дедуктивнога у индуктивно и експериментално. Деинституционализација мора да нађе начине прослављања јединствености свакога, да се бори про­тив изолације индивидуализма, на начин да ствара нове облике заједништва, осећаја другарства и весеља.
