UTICAJ DEGRADACIJE ŽIVOTNE SREDINE NA LJUDSKU BEZBEDNOST

Sažetak

Koncept ljudske bezbednosti predstavlja alternativni pristup bezbednosti, koji se pojavio i razvijao u skladu sa promenama u realnosti, gde državocentrična bezbednosna paradigma više nije bila adekvatna za razumevanje novih procesa i odnosa i istovremeno predstavlja koristan okvir za sagledavanje i eventualno merenje stepena ostvarenosti ljudskih prava, sloboda, opšte sigurnosti i kvaliteta života, koji zapravo determinišu bezbednost ljudi. Jedan od bitnih aspekata ljudske bezbednosti, jeste bezbednost životne sredine, čije sve prisutnije apostrofiranje na globalnom nivou, reflektuje razvoj svesti o skopčanosti sudbine čovečanstva sa prirodom, te i nužnosti očuvanja životne sredine zdravom i održivom. Stoga ovaj rad, u najširem smislu tematizuje ekološku bezbednost i to analizom uticaja degradacije životne sredine na zdravstvenu, bezbednost hrane, ekonomsku i političku bezbednost, kao dimenzije ljudske bezbednosti. Bazirajući se na saznanjima i rezultatima postojećih teorijskih i istraživačkih radova, izveštajima, dokumentima, analizama i predviđanjima relevantnih međunarodnih organizacija, u radu se ukazuje na kompleksnost i sveobuhvatnost proučavane problematike, oličene kako u interakciji i međuzavisnosti svih dimenzija ljudske bezbednosti, tako i neodvojivosti ljudske bezbednosti od države, regionalnih i globalnih procesa. Ključno ishodište ove analize, jeste da se degradacija životne sredine, posmatrana kao narušena ekološka bezbednost, nepovoljno odražava na sve dimenzije ljudske bezbednosti, direktno ili indirektno, te da će se, sledeći logiku ovog uzročno-posledičnog lanca, snažnije i odlučnije zalaganje za zaštitu životne sredine, pozitivno odraziti i na sve ostale aspekte ljudske bezbednosti. Istovremeno, odgovor na ove izazove, u cilju opšteg unapređenja ljudske bezbednosti u praktičnom smislu, takođe mora biti integralan i koherentan i obuhvatiti napore pojedinaca, društava, međunarodnih i globalnih institucija.
