STARENJE I STARI – POLITIKA PREMA STARIMA: PROBLEMI I IZAZOVI

REFORME PENZIJSKIH SISTEMA U EVROPSKOJ UNIJI – PRIMENA OTVORENOG METODA KOORDINACIJE

Sažetak

Polazeći od premise o neraskidivoj povezanosti politika država članica Evropske unije, naročito socijalne politike koja se nalazi na presecima komunitarnih politika, koordinacija se proširuje i na pitanja iz oblasti penzione politike. Izazovi sa kojima se suočavaju države članice su istovrsni, ali ne i priroda njihovih sistema socijalne sigurnosti usled čega je značajno otežano postizanje konsenzusa na evropskom nivou. Primenom Otvorenog metoda koordinacije nastoje se, dobrovoljno koordinisanom akcijom država članica, kontinuirano unaprediti performanse njihove penzione politike. Ciljevi rada su sistematizacija hronologije razvitka koordinacije u oblasti penzija na evropskom nivou, kao i istraživanje i verifikacija efikasnosti primene ovog Metoda na nacionalnom nivou. Ocena efektivnosti Otvorenog metoda koordinacije u ovoj oblasti primene prati strukturu rada kroz hronološko identifikovanje osnovnih pravaca reformi penzione politike EU, proceduralnih karakteristika primene Otvorenog metoda koordinacije u specifičnoj oblasti i analizu relevantnih indikatora za zaključivanje o rezultatima procesa. Uporedna analiza ustanovljenih indikatora u trećem delu rada dovodi do zaključka o smanjenju stepena divergencije ishoda nacionalnih penzionih politika, kao i približavanju politike država članica preporukama EU.
