PRISTRASNOST KAO PREPREKA VALЈANOM ETIČKOM ODLUČIVANЈU U JAVNOJ UPRAVI

Sažetak

Rad analizira fenomen pristrasnog odlučivanja u domenu profesionalnog obavljanja javnih poslova kao jednog od strukturnih uzroka kršenja etičkih standarda javne službe. Polazna tvrdnja je da pojava pristrasnosti u odlučivanju nije slučajan ili povremen čin pojedinih javnih službenika sklonih zloupotrebama javnih ovlašćenja, već se koreni ovog fenomena nalaze u antropološkim i psihološkim obeležjima odnosa pojedinca u zajednici. Težište analize je stavljeno na protivrečnosti između zahteva valjanog etičkog odlučivanja i društvenih očekivanja koje pred javnog službenika kao pojedinca stavljaju njegova bliskost sa porodicom, rodbinom, prijateljima i sugrađanima. Sukob javnog i privatnog interesa i favoritizam kao njegov prateći fenomen uzeti su kao primeri gde ove protivrečnosti najviše dolaze do izražaja. Autor zaključuje da su antropološke i psihološke osnove pristrasnosti procesom socijalizacije čvrsto ugrađene u ličnost javnog službenika, te stoga moraju da budu uzete u obzir prilikom osmišljavanja normativnih i institucionalnih rešenja za jačanje integriteta javne uprave u Srbiji.
