ОБЛИЦИ «ФЛЕКСИБИЛНЕ» САРАДЊЕ У ОБЛАСТИ СПОЉНЕ, БЕЗБЕДНОСНЕ И ОДБРАМБЕНЕ ПОЛИТИКЕ ЕУ

Сажетак

Аутор се у овом чланку бави облицима флексибилне сарадње који су уведены у област спољне, безбедносне и одбрамбене политике ЕУ. Најпре се приступа се анализи посебних процедура у области спољне и безбед­носне политике ЕУ, а затим се обрађују облици флек­сибилне сарадње у области безбедносне и одбрамбене политике, да би се, коначно, указало на значај флексибилности у овој области. Област спољне, безбедносне и одбрамбене политике је специфична, јер је у њој на­рочито изражена хетерогеност интереса, амбиција и капацитета, а једногласност је основни начин доношења одлука, па флексибилни облици сарадње представљају најлогичнији пут за превазилажење блокаде у развоју ове политике. Циљ овог чланка је да сагледа позитивне и негативне стране oвог процесц и да одговори на питање да ли ће разни облици флексибилне сарадње допринети даљем развоју ове политике у процесу интеграције.
